The Rotary Club of North Bay's original proposal was for the construction of a splash pad park as part of the Community Waterfront Friends park area. 
 
As of January 2015, the club formally entered into a partnership with the Rotary Club of North Bay-Nipissing and the focus shifted to exploring a broader concept, with the splash pad as just one of the components. Since then the join planning committee with representation from the 2 clubs have been meeting to work on the concept. Background briefing documents are posted on the left side of the page.
 
The City of North Bay completed a draft Downtown Waterfront Master Plan, dated February 2017, that encompasses the downtown, waterfront and Community Waterfront Park (former rail lands). The Plan includes the establishment of a splash pad.
 
The Rotary clubs formally presented their support for the overall concept laid out in the Master Plan and in particular interest in moving forward with the splash pad component.
